DELE registration has changed. The Instituto Cervantes' old portal is no longer used: the whole process now goes through its new official online store, tienda.cervantes.org. In Spain registration is online only; outside Spain you can also sign up directly at your exam centre.
Since the new process has its quirks (the store looks empty when you arrive, you need an account to book, and it's easy to end up on the wrong centre's page), I went through it from start to finish, and you can follow it screen by screen, with real screenshots, in my new guide:
